vol.2　行政サービスとの違い

息抜きに、ソーシャルベンチャーの現場からをアップしました。

インターン生平田による、ソーシャルベンチャーレポート。
大学での学びを活かして、ソーシャルベンチャーとしてのフローレンスについて、ご説明できたらと思います。

 前回は、ビジネスとの比較によってソーシャルベンチャーについて考えてみましたが、今回は行政サービスとソーシャルベンチャーの違いについて考えていきたいと思います。

 みなさまは、行政サービスに不満を持ったことはありますでしょうか？例えば、公立の学校の教育や、道路の清掃状態、あるいは役所そのものの対応など。

 正直なところ、行政のサービスだけでは私達のニーズを十分に満たしきれていない、と感じることが私はあります。ライフスタイルの多様化やキャリアプランの選択肢の広がりなどによって、私たちの生活で必要になるサービスも必然的に多様化してきています。

 しかし、「小さな政府」化が叫ばれる近年、あらゆるサービスを行政任せにすることは難しく、現実的でないのも明らかです。

 そんなときに活躍するのがソーシャルベンチャーなのです。ビジネスとして捉えるには、社会問題に直結しているためあまり儲けが見込めない、と思われている分野や、行政が担うべきだと考えられているテーマに対して、民間として参入。ビジネス的な視点を持って、そのテーマに取り組み、経営していく、というのがソーシャルベンチャーです。

 元内閣府特命担当大臣竹中氏も、多様化する行政サービスの今後の担い手として社会起業家の可能性を指摘しています。

 ただ、ここで忘れてはならないのは行政サービスを全てソーシャルベンチャーに移行できる訳ではない、ということです。

 フローレンスは、しばしば行政機関の方からヒアリングを受けることがあります。日本の病児保育の解決のためフローレンスのモデルを全国に広げよう、と考えたとき、より迅速な問題解決を見込むには、国や地域の行政機関との協働が必要となってきます。ソーシャルベンチャーの全国展開、あるいはそういった、社会問題解決のシステムが民間から生み出される土壌を作り出すことも行政機関の一つの仕事になっていくのではないでしょうか。

 かつて、行政から市民一人一人に提供されていたサービスをソーシャルベンチャーが肩代わりし、そのようなサービスを提供する、従来よりも市民意識を強く持つ個人や組織を行政が支援していくことで、多様なサービスへの要望を満たし、同時に効率的な社会問題の解決できる、というのがソーシャルベンチャーと行政の今後の関わり方である様に思われます。

If they did, you have to wonder, why? At this stage, they are only bidding against themselves. Have they not learned the lesson of their panicked, misguided 10-year, $275 million signing of Rodriguez back in 2007, when absolutely no other team had any interest in him?
